Exploring Osaka with Your Pet

Osaka is more pet-friendly than you think. Dog parks, pet-friendly shopping, and how to navigate the city with animals.

Published February 4, 2026

Osaka's friendly, laid-back culture extends to pets. While it's not as comprehensively pet-friendly as Karuizawa, the city has more options than most visitors expect.

Getting Around

Osaka Metro allows pets in carriers (same rules as Tokyo trains — under 10kg, hard carrier). For larger dogs, pet taxis are available in central Osaka.

Parks and Green Spaces

Osaka Castle Park: Dogs on leashes welcome in the outer grounds. A beautiful setting with the castle as backdrop.

Tsurumi Ryokuchi Park: Has a dedicated dog run area. Spacious grounds for walking.

Expo '70 Commemorative Park: Large park in Suita with open areas for dogs.

Pet-Friendly Areas

Tempozan Harbor Village: The waterfront area near the aquarium has outdoor spaces that welcome leashed dogs.

Minoo (Mino): Just 30 minutes north of central Osaka, this riverside town offers nature walks with your pet under autumn maple trees.

Where to Eat

Outdoor seating in Osaka is less common than in Western cities, but growing. Areas to check: - Tenma/Tenjinbashi shopping streets (some outdoor eateries) - Tempozan waterfront restaurants - Nakanoshima riverside cafes (some with terrace seating)

Where to Stay

Pet-friendly hotels in Osaka are mainly mid-range to business hotels. The Namba and Shinsaibashi areas have the most options. Expect pet fees of ¥2,000-5,000 per night with size limits of 10kg.

Combining with Sightseeing

Most of Osaka's indoor attractions (Osaka Aquarium, Universal Studios) don't allow pets. Plan pet-friendly outdoor activities during the day and visit indoor attractions in the evening after settling your pet at the hotel.
